IEICE Electronics Express
Instruction for authors (As of June 1st, 2021)
Notification:
ELEX has renewed the paper template since Jan. 2019 . The authors should use the newest template provided.
The contents would be subject to change without notification in advance. Authors who submit manuscript to ELEX are assumed to agree with information described in Instruction for Authors.
We recommend that all authors take this opportunity to join the IEICE. For detailed information on the IEICE Membership Application, please refer to here. If all authors are non members, the article processing charge for non members will be applied, except for invited papers.
Scope:
An aim of ELEX is rapid publication of original, peer-reviewed short papers that treat the field of modern electronics and electrical engineering. The boundaries of acceptable fields are not strictly delimited and they are flexibly varied to reflect trends of the fields. The scope of ELEX has mainly been focused on device and circuit technologies. Current appropriate topics include:
– Integrated optoelectronics (lasers and optoelectronic devices, silicon photonics, planar lightwave circuits, polymer optical circuits, etc.)
– Optical hardware (fiber optics, microwave photonics, optical interconnects, photonic signal processing, photonic integration and modules, optical sensing, etc.)
– Electromagnetic theory
– Microwave and millimeter-wave devices, circuits, and modules
– THz devices, circuits and modules
– Electron devices, circuits and modules (silicon, compound semiconductor, organic and novel materials)
– Integrated circuits (memory, logic, analog, RF, sensor)
– Power devices and circuits
– Micro- or nano-electromechanical systems
– Circuits and modules for storage
– Superconducting electronics
– Energy harvesting devices, circuits and modules
– Circuits and modules for electronic displays
– Circuits and modules for electronic instrumentation
– Devices, circuits and modules for IoT and biomedical applications
We do not accept any submission of the manuscript directly related to military technologies, such as weaponry itself.
IEICE is publishing following English journals. Carefully choose the most suitable journal for submitting your paper.

Papers that merely discuss antennas are considered to be out of scope. Exceptions are specific antennas concerning circuit technologies; (ex.) phased array or active integrated antennas.
Papers that treat signal/image processing or software-oriented technologies without relevance to circuits or devices are regarded as out of scope.
Measurement results are strongly required for papers relating to analog- and RF-circuit and memory technologies.
Authors can submit a manuscript related to conference publications if more than 30% of the content is new material. When you submit a manuscript related to conference publications:
– List the original conference publications in the reference and cite them in the text appropriately.
– Clearly state and discuss the progress from the original conference publications.
– Attach the original conference publications at the end of your manuscript for review.
– Make sure of the copyright compliance of your manuscript. (See the following "Originality of manuscript" section on this page.) ions
Review policy:
ELEX publishes concise technical reports on outstanding inventions, innovation, and finding that have influential importance to electronics engineers. Rapid circulation of publication as well as article quality is deemed important for both contributors and subscribers working in the fast moving fields. For the promptness in reviewing and publishing procedures, authors are strongly advised to write their manuscripts clearly and simply so that the significance of their accomplishment can be readily spotted. All manuscripts are evaluated to be either "accepted for publication" or "rejected." Manuscripts that do not match the scope or the style regulation would be automatically rejected without being reviewed. Manuscripts that are evaluated as of minor values for electronics engineers might be rarely accepted even though they report novel results. Authors of manuscripts that could be potentially accepted after minor revision are informed by the corresponding Associate Editor comments and suggestions, and they are advised to consider re-submission. Note that the re-submitted paper is treated as a new submission.

Copyright Compliance
1.Obey the IEICE Provisions on Copyright.
2.Do not submit content identical or extremely similar to material that has already appeared under the name of another author(s). , to the IEICE. Do not reproduce copyrighted material without the permission of the copyright holder.
3.Even if you are the author(s) of a manuscript, do not submit it if copyright problems exist, for example, if the copyright is held by a body other than the IEICE and cannot be transferred to the IEICE.
4.In cases deemed to comprise plagiarism, penalties identical to those assessed in the event of duplicate submission shall be applied.
No duplicate submissions
If you submit a material which is content identical or extremely similar to material that has already appeared or is in submission elsewhere, either by the same author(s) or by a team including any one of them, the IEICE will consider it as "DUPLICATE SUBMISSION" even if it does not violate "Copyright Compliance" and then apply the strict penalty to the author(s). The IEICE does not care about its written language, but care about semantic content similarity. Here, "in submission" means the period from its submission either to publication date or to rejected date or to withdrawn date. Notwithstanding the above, a paper will not be treated as a duplicate submission if every such material appearing therein is one of the following (a) to (f).
(a.) a patent publication gazette or the like
(b.) a university undergraduate thesis, master's thesis, doctoral thesis, technical report, etc.
(c.) the proceedings of a meeting, seminar, or international conference without peer review.
(d.) a book, a corporate technical journal or bulletin etc.
(e.) a newspaper article or the like
(f.)a preprint server of a highly public nature, an author's own home page or the like
